Multi-Family<br />The sales of multi-family land sales witnessed a greater increase as compared to its other counterparts amounting to 37 land sales as compared to 30 land sales in Q1 2015 amounting to 23.3%. But, it also witnessed a decline in its total value by almost 17.5% from $231 million in Q1 2015 to $191 million in Q1 2016.

GST (Goods and Services Tax): Houses purchased from the builder are subject to GST. A purchaser of a newly built house should be satisfied as to how the GST is treated before signing the contract. The contract they have entered may require the payment of an additional 5% in GST. Relief is available by way of a GST New Housing Rebate. The rebate equals 36% (to a maximum of $8,750) of the GST payable on the purchase of homes under $450,000. In other words, a qualified purchaser will pay 4.48% GST after rebate. Sometimes the purchaser will assign the benefit of the rebate to the vendor with this being reflected in the purchase price.
PTT (Property Transfer Tax): This tax is payable on the purchase of all real property in B.C. The calculation is based on 1% of the purchase price up to $200,000 and 2% of any amount above $200,000. Most first time buyers are exempt from this if they meet certain criteria. The main criteria are: a) borrower has never owned a principal residence anywhere; b) maximum purchase price of $475,000; c) borrow at least 70% of the purchase price; d) be a Canadian citizen or permanent resident, and residing in B.C. for a minimum of 12 months.
CMHC/Genworth/CG Insurance Premium: If a purchaser has less than 20% down payment, they will need Mortgage Loan Insurance. Buyers with mortgage loan insurance can purchase a home with as little as 5% down. The cost of insuring the loan (loan insurance premium) depends on the size of the down payment. The premium can be added to the mortgage and paid as part of the monthly payment, or paid in a single lump sum at the time of purchase.
Legal Fees: Legal representation will cost you approximately $875-$1000 for a purchase and a mortgage, add another $450 if you are selling a property at the same time. The legal fees to only register a mortgage will be in the $500-$600 range. Your legal fees should be negotiated up-front with your lawyer or notary.
Property Tax Adjustment: Generally, property taxes for the calendar year are paid at the beginning of July. If you purchased a property before July 1st, the seller will be paying you for the days they owned the home from January 1st to the completion day. You then are responsible for the entire amount to be paid to the municipality on July 1st. If you purchase a property from the completion day to December 31st, as they will already have been paid the entire amount to the municipality on July 1st. To calculate this amount: one day's taxes on owner occupied properties is the annual taxes, less $570 homeowner grant, divided by 365 days.
Title Insurance: Title insurance is an insurance policy that protects you, the home owner, against challenges to the ownership of your home or from problems related to the title to your home. The policy provides coverage against losses due to title defects, even if the defects existed before you purchased your home. A title defect is a problem with the title which prevents free and clear ownership. There are many types of defects such as rights of way, encroachments (from neighboring properties), unpaid liens, Fraud, etc. Title insurance policies protect you for as long as you own the property. Cost can range from $100 - $400
Property Inspection: An inspection is a thorough evaluation of the structure, systems and components of a home. The inspection report is usually multi-paged, and comments on the condition of, but not limited to: foundations, electrical, plumbing, heating, water heaters, appliances, fireplaces, drainage, roof, walls, floors, attic, crawl spaces, patios, etc. This inspection is optional and normally costs $250-400.
Insurance Binder: This is a requirement by a financial institution to ensure that the borrower has arranged sufficient insurance to cover any losses that may be incurred on the purchase. Proof of coverage by way of an insurance binder supplied by the insurance agent is necessary and usually costs $35.
Processing/Appraisal Fee: This covers property valuation, administration, and processing of documentation for your mortgage. The fee (usually $240-$275) will vary according to the value of the property, and whether you have a conventional or high ratio mortgage.

Effective February 15, 2016, the minimum down payment for new insured mortgages will increase from five percent to 10 per cent for the portion of the house price above $500,000. Years ago nobody would consider "staging" a home before putting it on the market. However, according to the National Association of REALTORS survey that was conducted and entitled <a href="http://www.realtor.org/reports/2015-profile-of-home-staging">2015 Profile of Home Staging</a> says otherwise.
According to the survey, a hefty 81% of buyer’s REALTORS® perceived staged homes is easier to sell their property because buyers can visualize their future homes when presented it this way. 46% of buyers agents report that staged homes viewed online are more likely to be toured, and 45% of buyers who view staged homes tend to view the value of a home more positively. Furthermore, 28% of buyers are more willing to look past faults and imperfections and still consider buying the house, according to the NAR survey.
Most buyers form an opinion about a home within the first 7-10 seconds of arriving and according to NAR’s survey, there’s an increase in a home’s dollar value from 1 percent to 5 percent which is at 32% of buyers willing to offer for a home; and also 16% buyers agents surveyed said it could raise offers by 6 percent to 10 percent. Therefore, buyer agents believe that staging can potentially influence buyer’s opinion on how much they would offer for a home.
Seller agents who say they only suggest that sellers de-clutter and fix property faults is at 44% percent and they do not recommend home sellers to “stage” homes in prepping a property. Not everyone chooses to stage a home before putting it on the market as survey depicted in results.
On the contrary, seller agents surveyed say they do “home staging” in properties they list is about 34%; while 13% of them only do “home staging” if the property is difficult to sell; and a mere 4% of seller agents “stage” homes that are high-priced.
Other useful findings that could help you as per NAR survey:
- a consensus of REALTORS® surveyed, yield a result of staging a home focused on living room, kitchen, and bedroom.
- It takes an average of $675 in prepping a home for staging.
- About 62% of agents representing the home offer home staging service.
- 39% say the home sellers pay for staging in prepping a home.
- 10% of sellers do home staging after the property is sold.
- About 3% say that the seller agent’s firm will pay for home staging services.
Because home staging has only grown in popularity over the last few years, there have not been quantifiable studies and surveys done. In July 2015, 3,978 Metro Vancouver homes sold according to the The Real Estate Board of Greater Vancouver (REBGV). This is 30 per cent more than the 3,061 homes sold in July 2014, but 9.1 per cent less than the 4,375 sales that took place in June of this year.
July sales also came in 33.5 per cent higher than the 10-year sales average for July.
REBGV president, Darcy McLeod noted that the market “continues to benefit sellers as home buyers compete for the homes available for sale.”
Listings
Sellers listed 5,112 detached, attached and apartment properties in the Metro Vancouver area. This was 3.8 per cent more than the 4,925 new listings for July 2014. This brings the total number of current listings on the region’s MLS® to 11,505. This is a 26.3 per cent decrease against July 2014 numbers and a 5.5 per cent drop compared to last month.
What’s Driving Demand
The REBGV pointed to three primary drivers behind the stats:
Strong consumer confidence
Low interest rates
Reduced supply of homes for sale.
According to McLeod, “We have about 5,000 to 6,000 fewer homes for sale today than we’ve seen at this time of year over the last five to six years.”
Vancouver Home Prices

The Metro Vancouver MLS® Home Price Index composite benchmark price topped $700,000, coming in at $700,500 for all residential properties. Metro Vancouver is currently $700,500. This price is 11.2 per cent higher than the benchmark for July 2014.
And once again, the the sales-to-active-listings ratio of 34.6 per cent is clearly in the sellers’ favor.
But McLeod said buyers still have plenty of housing options in different price ranges despite the lower number of listings compared to the last few years. He also cited this “price diversity” as another factor driving home sale up.
Detached Properties
Detached properties continued to create the most demand, as 1,559 sold in July. This is a 17.9 per cent rise over the 1,322 detached homes sold one year ago (July 2014) and a 24.8 per cent jump over the 1,249 homes sold in July 2013. The benchmark price for detached properties also climbed 16.2 per cent compared to July 2014, coming in at 1,141,800.
Condo (apartment) sales rose to 1,729 in July 2015, an leap of 42.7 per cent. Only 1,212 units sold in July 2014. The 1,728 was also a 42.9 per cent increase over 1,210 sales in July 2013. Th benchmark price rose too, rising 5.9 per cent to $400,900.
Townhome (attached property) sales came in at 690 units. This was a climb of 30.9 per cent over the 527 units sold last July and 41.7 per cent more than the 487 sold in July 2013. The benchmark price also trended upwards 7.8 per cent to $511,500.

The Greater Vancouver housing market showed no signs of slowing down in June as more homes sold in the area than in any other June. Ever. In fact, it was the second highest monthly total on record for the area.
The 4,375 sales represented a 28.4 per cent jump compared to June of 2014 and a 29.1 per cent increase over the June 10-year average.

Greater Vancouver home sales also made history by topping the 4,000 sales mark for the fourth consecutive month. This is the first time in the history of the Greater Vancouver Real Estate Board this has happened.

Housing Demand Outpacing Supply
In June, sellers listed 5,803 homes for sale. This is up 8.7 per cent compared to June of 2014. But, there were only 12,181 total listings in the Greater Vancouver area, a drop of nearly 24 per cent from June of 2014. This shows that demand is increasing much faster than supply, causing the price of homes to surge.

Residential Home Prices Rise
The benchmark price for all residential properties climbed 10.3 per cent to $694,000 over June 2014 prices. Detached home prices increased even more, rising 14.8 per cent to $1,123,900, compared to last June. Townhomes jumped 7.1 per cent to $506,900, while condos rose 5.3 per cent to $400,200.

Sellers Market Frustrates Some Buyers
Many realtors gauge housing demand and supply by a metric known as Sales-To-Active-Listings. They divide the number of sales (in this case 4,375) by the number of total listings (12,181) to calculate the percentage. As of June that measure hit 35.9 percent.
To put this in perspective, consider that anything above 20 per cent indicates a seller’s market, driving prices higher. Any number below 12 per cent shows the market is in the buyer’s favor, pressuring prices downward. The June 2015 figure of 35.9 per cent means the housing market is solidly in the sellers favor, which can cause frustration to some homebuyers.
They have to make home buying decisions faster than they are comfortable with, choose from limited options, and compete with multiple buyers. Plus, many sellers don’t want to make many if any concessions.

West Vancouver and North Vancouver (DM) also placed first and second as the richest communities in Canada with an average household net worth of $3,152,364 and 1,149,991 respectively.

Port Coquitlam had an unemployment rate of 4.9 percent, while Port Moody’s was a little higher at 5.4 percent. Both had an immigrant population around 28 percent. (Port Coquitlam 27.8%, Port Moody 28%). Port Coquitlam’s average rent ($979) was about $200 dollars less than Port Moody’s ($1,181) rent.

So let’s dig deeper than today’s headlines to find real solutions.
I think two make the most sense:
Give First-Time Homebuyers a Tax Break
Why penalize those who can afford to buy in this market, at these prices. The real issue is opening homeownership to those who are seeking to buy their first home –- not robbing current homeowners of their existing equity or ability to upsize and improve their lifestyle due to appreciating home prices.
So I say we focus on helping first-timers buy a home.
Build More Houses
Not to oversimplify the issues, but the sale of homes, like the sale of every other product or service is primarily driven by supply and demand. When demand exceeds supply, prices go up — and when supply continues to dry up prices go even higher.
Here’s a quick look at what’s currently happening in the Metro Vancouver Market:
Housing supply dropped 0.9% from April of 2014 to April 2015.

Currently, there are 12,436 homes available for sale. That is down over 20% or more from typical levels. During the last few years, April listings ranged from 16,000 to 18,000.

One way to gauge demand is to look at sales to total listings. There were 4,179 sales in April and 12,436 total listings.

So the sales-to-active listings ratio was 33.6%.

This is the highest level of housing demand Metro Vancouver has seen since June of 2007.

A buyer’s market exists when this ratio drops under 12%. The market moves to the seller’s favor when the ratio tops 22%. So as you see below, this indicator shows that, as of April, Vancouver’s housing market is a solid seller’s market.

Conclusion
If demand continues to dwarf supply, prices will keep going up. The only way to stem the tide is to build more houses — in this case single-detached homes (which are in shortest supply and highest demand) in affordable areas.
Driving prices down by taxing foreigners and speculators is risky business and may end up hurting current Canadian homeowners (who’ll see equity gains disappear) more than anyone else.

While it’s true that the cost of single-family homes in Vancouver is climbing, they just got a little more affordable thanks to a drop in interest rates.
Some of the major banks recently decreased their five-year interest rates during the first quarter of 2015, according to the UDI/Vancity Housing Affordability Index. The interest rates averaged just 3.24 per cent for a five-year fixed rate. This is the lowest it has dropped since the affordability index began tracking the data.
This is a slight decline from Q4 of 2014, when the average five-year fixed rate stood at 3.41 per cent. Some banks, including TD Canada Trust, Coast Capital, Bank of Montreal and HSBC, have lowered rates even more – to 2.74 per cent and 2.79 per cent.
Affordability Defined
According to the index “affordable” means the percentage of households residing in an area has the income necessary to qualify for a mortgage needed to own the property. Banks usually want only about 32 per cent of a borrower’s income going toward housing.
The affordability index divides Metro Vancouver into three section –- the <a href="http://www.vancouverhousefinders.com/search/results/fj/?&sort_latest=true" target="_blank" rel="noopener">City of Vancouver</a>, Inner Metro and Outer Metro.

Breaking Down Each Area
Median prices stayed flat this quarter in the Outer Metro area, so the rate decline caused affordability to improve a little.
Average prices did go up on townhomes in Inner Metro and concrete condominiums in Vancouver. As a result these properties are less affordable according to the index. .
Entry Level Professionals and Investors Buying Condos in Affordable Areas
Average price rises for concrete condos were primarily driven by the inventory of condos falling in more affordable areas, including Chinatown, Marine Drive and Cambie Street, Mount Pleasant and Southeast False Creek. Those who do buy in these areas are primarily investors or professionals just beginning their careers.
Downsizers Buy Condos in More Expensive Areas
Downsizers usually buy the condos for sale in Vancouver proper. These areas –- including Cambie Corridor, Downtown Vancouver and the University of B.C. –- are more expensive and typically out of the price range of entry level professionals.
Townhomes in Short Supply
There is also a low supply of townhomes, especially in <a href="http://www.vancouverhousefinders.com/search/results/?city=Richmond&beds_min=all&baths_min=all&region=Richmond&community=all&list_price_min=100000&list_price_max=all&type=res&type=con" target="_blank" rel="noopener">Richmond</a>, Tri-Cities, <a href="http://www.vancouverhousefinders.com/search/results/4nc/?&sort_latest=true" target="_blank" rel="noopener">Burnaby</a>, <a href="http://www.vancouverhousefinders.com/search/results/4hm/?&sort_latest=true" target="_blank" rel="noopener">New Westminster</a> and the North Shore. This is driving the average price of the available townhouses higher.
<br />Single-Family Homes Up Across the Board<br />
All single-family homes saw price increase –- no matter where in Metro Vancouver they were located. Fortunately, for buyers the interest rate drop kept them at the same level of affordability.
The median price for a single family home in Vancouver climbed from $1,564,500 to $1,600,000. In Inner Metro (Richmond, South Delta, <a href="http://www.vancouverhousefinders.com/burnaby-homes/">Burnaby</a>, <a href="http://www.vancouverhousefinders.com/search/results/4lg/?&sort_latest=true" target="_blank" rel="noopener">Port Coquitlam</a>, <a href="http://www.vancouverhousefinders.com/search/results/4ng/?&sort_latest=true" target="_blank" rel="noopener">Coquitlam</a>, <a href="http://www.vancouverhousefinders.com/search/results/4m3/?&sort_latest=true" target="_blank" rel="noopener">Port Moody</a>, <a href="http://www.vancouverhousefinders.com/search/results/1rl/?&sort_latest=true" target="_blank" rel="noopener">North Vancouver</a> and <a href="http://www.vancouverhousefinders.com/search/results/48u/?&sort_latest=true" target="_blank" rel="noopener">West Vancouver</a>), the median price rose from $1,055,000 to $1,100,000, while in Outer Metro (Surrey, Langley, North Delta, Maple Ridge, Pitt Meadows, it hit $632,500, up from $621,500 the previous quarter.
Who Can Afford to Buy
According to the Index, Outer Metro is the most affordable area, followed by Inner Metro and then the Vancouver Proper. over 51 percent of the people in Outer Metro can afford to buy. But that number drops significantly as you move closer to the center of the city. Only 9.3 percent of the people in Vancouver can afford to buy, while 23.5 percent in Inner Metro qualify based on the index’s criteria.
Resale Properties More Affordable Than New Homes
Resale properties were more affordable compared to new units. Buyers need an income of $54,229 (up $2,000) for a Condo (wood-frame) in Vancouver. That figure jumped to $70,787 (up $5,000) for a new wood-frame condo in the Vancouver Proper.
Buyers need to earn at least $169,060 a year to purchase a median priced single-family home. This is about the same as the quarter before.
About 7 in 10 Outer Metro working households can afford to buy every type of housing, except single-family homes. Only 51.4 percent, can afford those. Over 50 percent of Inner Metro can afford all housing types, not including single-family homes. Only 25 percent have the income to purchase those.

Metro Vancouver home sales leaped 37% in April, as 4,179 properties sold according to the Multiple Listing Services (MLS). In April of last year, only 3,050 homes sold.
One thing is obvious. Metro Vancouver is a seller’s market and demand for housing is outstripping supply. This is especially true when it comes to detached homes.
Darcy McLeod, head of the Real Estate Board of Greater Vancouver (REBGV), acknowledged this reality in his monthly statement, calling it “a competitive and fast - moving market … that is tilted in favour of home sellers.”
Sales-to-active-listings Ratio Hits Highest Level Since June 2007?
The sales-to-active-listings ratio increased to 33.6% in April, which is the highest it’s reached since June 2007.?
The benchmark (or typical sales) price for all types of residential properties in the Vancouver area rose 8.5% (from April 2014) to $673,000. Detached homes climbed 12.5% to a benchmark price of $1.08 million. ?
Detached homes on the <a href="http://www.vancouverhousefinders.com/search/results/?city=all&beds_min=all&baths_min=all&region=Vancouver+East&community=all&list_price_min=50000&list_price_max=all&type=res&type=con" target="_blank" rel="noopener">east side of Vancouver</a> increased at an even greater rate, as the benchmark price increased to $1.046 million, a 16.2% jump from last April. The benchmark price for <a href="http://www.vancouverhousefinders.com/search/results/?city=all&beds_min=all&baths_min=all&region=Vancouver+West&community=all&list_price_min=50000&list_price_max=all&type=res&type=con" target="_blank" rel="noopener">Vancouver’s westside </a>hit $2,490,600, a 13% increase from April 2014.?
Current Listings in Greater Vancouver Decline
Right now, there are 12,436 properties listed on the MLS for Greater Vancouver. That’s a 0.5% drop from March and 19.8% decline from April of 2014.The number of new homes listed fell 0.9% compared to last year. ?

Some fear that Metro Vancouver, one of Canada’s hottest real estate markets, with higher average homes prices than most markets –- is overvalued and at risk for a market correction. But according to the Canada Mortgage and Housing Corp (CMHC), one of Canada’s leading authorities on Canadian housing, there is a low probability a downturn will occur.
Bob Dugan, the chief economist for the CMHC says that higher average price does not always mean a housing market is overvalued.

CMHC’s annual House Price Analysis Assessment analyzes economic, financial and demographic factors to spot the probable risks in the Canadian real estate markets.
The key variable is housing supply and homebuyer demand. For example, markets like Regina and Winnipeg are considered risky because they have an oversupply of homes that are also overvalued.
On the other hand, Metro Vancouver has expensive homes, but also strong demand for the homes. The demand is driven by a growing population and increases in personal disposable income. These are signs of economic health and an indicator that values are stable.
High-Net Worth Individuals and Homeowners With Increased Equity
Even though Metro Vancouver’s average home prices are rising to new heights, the CMHC discovered that most of the higher-priced homes in central locations (which are more expensive) will be purchased by those with a high-net worth and current homeowners who have seen their equity climb as <a href="http://www.vancouverhousefinders.com/">Vancouver home</a> prices have ascended.
In contrast, first-time homebuyers will have to buy farther from the city to find better prices in the suburbs of Greater Vancouver.
Other Risk Factors
The CMHC also examines other risk factors including, overheated demand, acceleration in the rise of property prices, overvaluation and overbuilding. The CMHC found that other major cities in Canada, like Toronto faced moderate risks because condos are being constructed at near-historical rates and prices are increasing faster than personal disposable incomes. Montreal also faced moderate risks due to increases in condo construction as the demand from first-time buyers dwindles.
But here’s the good news for Vancouver homebuyers and sellers –- Vancouver was not at risk in any of these areas –- even though it has the highest property prices in Canada.
Summing It Up
Real estate markets become overly risky when housing supply overwhelms housing demand –- not just because homes costs a lot. Vancouver hasn’t reached that point, as population continues to increase and create more demand.
Also, the city continues to experience economic growth which is putting more money in many residents pockets.Many will use this extra income to purchase more expensive homes. Plus, the increase in home prices over the previous years has grown the equity homeowners have in their homes. This means they will have more to spend when they sell their existing homes and buy new ones.

I’ve seen lots of articles over the last few weeks examining the extremes of the Vancouver housing market.
Many say locals can’t afford to buy houses. Vancouver is in a real estate "bubble" because foreign billionaires are moving in and buying up all the Vancouver homes, thus the rising prices.
So today, let’s take a step back and look at the facts –- not the hype.

Demand Is Strong
Yes, demand for houses in metro Vancouver is strong and growing stronger.
• Houses sold in March: 4,060
• Up 53.7% compared to last March
• Up 26.8% over the 10-year Average

But what’s really driving the demand? Are foreign investors and temporary residents creating “artificial” demand? Or is it based on stronger core factors?
Who’s Buying the Houses??
If we look at real statistics, we see that only 0.8% of Vancouver houses were occupied by foreigners or temporary residents in 2011. This percentage comes from a census (population survey) held from coast to coast by the canadian government, including Victoria and Montreal.
According to a more-recent survey of Vancouver realtors about 2 to 4 percent of their transactions involved foreign investors, while 10-14 percent involved local, domestic investors.
Key Drivers of Demand
So if we dig deeper, we notice that most of the rising demand has been created by metro Vancouver’s 2.5 million local residents and the 40,000 new people moving into the area each year — not the jet-setting foreign investors who get most of the headlines.
The other big factor is the limited supply of land that can be developed and zoning restrictions.
Wherever you see these two dynamics — increase in population and limited land supply — you’ll also see housing prices rise in a strong economy. It’s the basic economic principle of supply and demand.
Vancouver Listings on the Rise
In March, 5,968 new properties hit the market. That’s an increase of 13 percent from last March and nearly 5 percent higher than the 10-year March average.

Currently, we have a total of 12,376 Vancouver area homes listed for sale. That’s a 14.7 percent drop from the total inventory of last year.
However, more homes came on the market in March 2015 (increasing supply of homes) than March last year, but demand is so strong that the total supply of homes for sale is lower (dropping). Another indication that demand is growing.
What About Prices?
The benchmark price for homes selling in March was $660,700, up 7.2 percent from last month. Detached homes sold for 1,052,800, a price increase of 11.2%. Townhome prices rose 4.9 percent to $484,900 and condos increase 3.3 percent to $390,200.
Overall, 7 in 10 metro Vancouver homes sold for less than $800,000 and 30 percent changed hands for less that $400,000
Will Prices Go Up or Down?
One way to measure demand and the probability of home prices increasing or decreasing is to look at the Sales-to-Active-Listings Ratio. You take the demand (homes sold) and divide it by Total Listings (homes for sale).
Demand (4,060) divided by Total Listings (12,376) = 32.8%

This is the highest that percentage has stood since July of 2007. But the more important issue is where that percentage falls on the spectrum. If it is less, than 12 percent prices should go down. If it is above 22 percent, you can expect prices to go up. Since 32 percent is a strong signal that demand is increasing and prices should also.
